Federal, state, and local laws shape the use of health information for public health purposes, such as the mandated collection of data through electronic disease reporting systems. Health professionals can leverage these data to better anticipate and plan for the needs of communities, which is seen in the use of electronic case reporting.

Their book provides a panoramic view of altruism throughout the animal kingdom--from self-sacrificing parasites to the human capacity for selflessness--even as it explains the evolutionary sense of such behavior.

Ernst Mayr has argued that Darwinian theory discredited essentialist modes of thought and replaced them with what he has called "population thinking". In this paper, I characterize essentialism as embodying a certain conception of how variation in nature is to be explained, and show how this conception was undermined by evolutionary theory. The Darwinian doctrine of evolutionary gradualism makes it impossible to say exactly where one species ends and another begins; such line-drawing problems are often taken to be the decisive (...) reason for thinking that essentialism is untenable. However, according to the view of essentialism I suggest, this familiar objection is not fatal to essentialism. It is rather the essentialist's use of what I call the natural state model for explaining variation which clashes with evolutionary theory. This model implemented the essentialist's requirement that properties of populations be defined in terms of properties of member organisms. Requiring such constituent definitions is reductionistic in spirit; additionally, evolutionary theory shows that such definitions are not available, and, moreover, that they are not needed to legitimize population-level concepts. Population thinking involves the thesis that population concepts may be legitimized by showing their connections with each other, even when they are not reducible to concepts applying at lower levels of organization. In the paper, I develop these points by describing Aristotle's ideas on the origins of biological variation; they are a classic formulation of the natural state model. I also describe how the development of statistical ideas in the 19th century involved an abandoning of the natural state model. (shrink)

Attempts to show that the simplicity of a hypothesis can be measured by attending to how well it answers certain kinds of questions.

Reductionism is often understood to include two theses: (1) every singular occurrence that the special sciences can explain also can be explained by physics; (2) every law in a higher-level science can be explained by physics. These claims are widely supposed to have been refuted by the multiple realizability argument, formulated by Putnam (1967, 1975) and Fodor (1968, 1975). The present paper criticizes the argument and identifies a reductionistic thesis that follows from one of the argument's premises.

It is a challenge to explain how evolutionary altruism can evolve by the process of natural selection, since altruists in a group will be less fit than the selfish individuals in the same group who receive benefits but do not make donations of their own. Darwin proposed a theory of group selection to solve this puzzle. Very simply, even though altruists are less fit than selfish individuals within any single group, groups of altruists are more fit than groups of selfish (...) individuals. If a population is subdivided into many groups that vary in their altruistic tendencies, altruism will be favored at the level of selection among groups even as it is being disfavored at the level of selection among individuals within groups. Darwin’s scenario became the basis for a theoretical framework called multilevel selection theory. (shrink)

Both common sense and dominant traditions in art criticism and philosophical aesthetics have it that aesthetic features or properties are perceived. However, there is a cast of reasons to be sceptical of the thesis. This paper defends the thesis—that aesthetic properties are sometimes represented in perceptual experience—against one of those sceptical opponents. That opponent maintains that perception represents only low-level properties, and since all theorists agree that aesthetic properties are not low-level properties, perception does not represent aesthetic properties. I offer (...) a novel argument—what I call the argument from seeing-as—against that sceptic which moves from consideration of ambiguous figures to consideration of visual art. It concludes that aesthetic properties are sometimes perceived and delivers a general lesson for philosophy of perception. Contrary to extant theories of rich perceptual content, aesthetic properties are far better candidates for high-level perceptual contents than standardly theorized rich contents like natural kinds. Of course it is of scientific interest: to understand the human mind is to understand how we best distinguish its processes, how those processes interact, and what this implies for how and what we may know about the world. And so in the philosopher’s terms, this book is one on both mental architecture and the epistemology of perception. (...) But there is a more human interest. How we make contact with the world, and with one another, is of the most basic of importance. We can make both sensory contact and cognitive contact with the world. The first is traditionally supposed to be determined by the biological nature of our sensory systems, while the second is at least partly determined by us, what we have learned, our experiences, and so on. The most basic claim of the book is that this is mistaken and importantly so. Our sensory contact with the world can also change and in a way that is importantly affected by the cognitive contact that we have, or have had, with the world. Thinking does not just affect perceiving, thinking improves perceiving. If this is true, it changes not only how we should theorize the mind, it changes how we should understand, as individuals, our place in and contact with the world. (shrink)

Several evolutionary biologists have used a parsimony argument to argue that the single gene is the unit of selection. Since all evolution by natural selection can be represented in terms of selection coefficients attaching to single genes, it is, they say, "more parsimonious" to think that all selection is selection for or against single genes. We examine the limitations of this genic point of view, and then relate our criticisms to a broader view of the role of causal concepts and (...) the dangers of reification in science. (shrink)

The evolutionary problem of the units of selection has elicited a good deal of conceptual work from philosophers. We review this work to determine where the issues now stand.

Realists persuaded by indispensability arguments af- firm the existence of numbers, genes, and quarks. Van Fraassen's empiricism remains agnostic with respect to all three. The point of agreement is that the posits of mathematics and the posits of biology and physics stand orfall together. The mathematical Platonist can take heart from this consensus; even if the existence of num- bers is still problematic, it seems no more problematic than the existence of genes or quarks. If the two positions just described (...) were the only ones possible, there could be no objection to this melding of numbers with genes and quarks. However, the position I call contrastive empiricism (Sober 1990a) stands opposed to both realism and to Van Fraassen's em- piricism. As it turns out, contrastive empiricism entails that coalesc- ing mathematics with empirical science is highly problematic. I believe that there is an important kernel of truth in abductive ar- guments for genes and quarks. But no counterpart argument exists for the case of numbers. Of course, the existence of this third way would be uninteresting, if contrastive empiricism were wholly implausible. However, I will argue that contrastive empiricism captures what makes sense in standard versions of realism and empiricism, while avoiding the excesses of each. This third way is a middle way; it cannot be dismissed out of hand. (shrink)
